<p>China’s annual GDP growth rate has been kept between 8-12% despite the economic recession in many western countries in recent years. China’s own recycling programs have grown exponentially, but still, cannot meet with the demand on recycling materials. China is the World’s largest scrap importer, not only to meet its only internal consumption, e.g., scrap metal used in building new apartments, but also to export the final product made of recycling material to the World, e.g. plastic pens, bottles and trays.        </p>
<p>Many recyclable scrap materials could be exported to China but both buyers and sellers have to follow China’s policy on recycling goods and environment. One of the key tools to regulate the market by the central government is the introduction of the AQSIQ for both buyers and sellers.</p>
<p>      Exporting scrap materials to China is regulated by the government agency General Administration of Quality Supervision, Inspection and Quarantine, in short the AQSIQ agency. Exporters are usually required a permit, known as the AQSIQ granted by the AQSIQ agency and also a pre-shipment inspection by China Certification &amp; Inspection (Group) Co, in short CCIC.</p>
<p>    The AQSIQ agency’s main function is to safeguard the imported cargos in China, and ensure that imported wastes comply with the environmental protection standards and other mandatory requirements regulations of China.</p>
<p>By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste material to China, to register with AQSIQ. Waste materials from unregistered enterprises will be denied entry, and the requests for inspection and quarantine will not be considered. </p>
<p>While there are thousands of scrap importers/buyers and a huge demand in China, foreign exporters/sellers do not necessarily have the ability to reach the buyers and make deals. One reason is the difficulty in communication. With the language barriers, it is not easy for buyers and sellers to locate each other. Another reason is even when buyers and sellers do meet and they like each other’s offer, if the seller doesn’t have the AQSIQ permit that allow them to sell scrap to China, no deal could be signed.</p>
<p>The CCIC does pre-shipment inspection which you can have it passed as long as the quality of your product is in compliance with China’s scrap importing policies. But for the AQSIQ, you have to apply it in advance if you know that you will sell to China.</p>
<p>Applying AQSIQ license typically takes between six months to a year depends on how busy the government is. The application process is somewhat complex due to the larger amount of paper work which needs to be prepared to show all the required documents. An onsite inspection could be scheduled as AQSIQ randomly send their stuff to the applicants’ plants and processing sites.</p>

<p>By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste material to China, to register with AQSIQ. Waste materials from unregistered enterprises will be denied entry, and the requests for inspection and quarantine will not be considered. </p>
<p>According to the regulations of China on Import and Export Commodity Inspection, the AQSIQ has decided to authorize inspection companies to carry out pre-shipment inspection of recycling materials at the loading ports in the exporting country to ensure the management and supervision of imported recycling materials, protect the environment in China and Chinese citizens’ health, ensure the safety of industrial and agricultural production. CCIC Inc. is one of the authorized companies that carry out relevant inspection in most countries.</p>

<p>CCIC Canada Inc. typically conducts marine surveying for sulphur, coal, potash and ore concentrates. The scope of responsibility covers. Determining draft survey weight of cargo loaded, vessel inspection for cleanliness and acceptability to receive the intended cargo, on or off hire survey and Bunker survey.</p>
<p>The CCIC’s pre-shipment inspection which you can have it passed as long as the quality of your product is in compliance with China’s scrap importing policies. But for the AQSIQ, you have to apply it in advance if you know that you will sell to China.</p>
<p>Once you are in the business, you need to plan wisely and deal carefully with AQSIQ. One thing you don’t want to see is you already got a few contracts with buyers in China but you cannot deliver. So plan wisely, get your AQSIQ license as soon as you will that you will trade with China.</p>

<p>According to Importing and Exporting Commodities Inspection Law of China and its implementation regulations, AQSIQ decides to carry out cotton registration management to the overseas cotton suppliers exporting to China mainland in order to strengthen supervision and management of Inspection and quarantine which prevent taking substandard cotton products as fine products and adulteration and ensure the quality of imported cotton.</p>
<p>1. Cotton suppliers applying for the registration should be subject to the following conditions:</p>
<p>(a) The company is legal in the country or region where it locates</p>
<p>(b)The company has a processing site and a certain scale of operation</p>
<p>(c)The company has a stable supplying source and has measurements of quality control of cotton raw material that is supplied</p>
<p>(d)Familiar with Chinese inspection and quarantine regulations and relevant requirements on cotton trade</p>
<p>(e)Previously had no serious quality problems, no harmful substances, no record of serious consequences in the cotton trading</p>
<p>2. Foreign cotton suppliers should submit written documents to AQSIQ in Chinese or both Chinese and English when they apply for cotton registration:</p>
<p>(a)The overseas suppliers of exporting cotton apply for the registration</p>
<p>(b)The business registration documents which are effective and legal</p>
<p>(c)The basic materials of supplier&#8217;s production, operation and quality control</p>
<p>(d)The other relevant documents required by AQSIQ</p>
<p>3. Once the submitted documents meet the requirements, AQSIQ will accept the cotton registration application and inform the overseas suppliers.</p>
<p>Additional documents, if required, should be submitted in the first 5 working days. If the applicants cannot submit the supplements in 20 working days, the application will be abandoned.</p>
<p>4. A team of inspectors appointed by AQSIQ will carry out assessment of the overseas suppliers&#8217; application in two months. If necessary, they will evaluate the applicants on the scene. Onsite assessment includes processing ability, quality control and management, inspection, packaging, storage management and etc.</p>
<p>5. The applicants will be registered AQSIQ Cotton after assessment if they meet all the requirements. AQSIQ will issue the cotton registration certificate and notify the applicant. If not qualified, the applicant will not be registered and can only apply again after two months.</p>
<p>6. AQSIQ Cotton Registration Certificate is valid for 3 years.</p>
<p>Registered companies should apply renewing the application 3 months before it expires. For information change, registration holders can submit an application for the registration information change.</p>
<p>7. If documents of application are found untruthful after inspection, the applicants will not be registered or the qualification of registration will be cancelled for the registered applicants.</p>
<p>When the registered overseas suppliers export cotton to China, the importer in China should provide registration certificate of the overseas supplier to inspection and quarantine agency of entry port. When arriving, goods can be inspected in destination port.</p>
<p>If the overseas suppliers of cotton are not registered, the importer should agree in contract on inspection before shipment. The inspection agency, appointed by inspection and quarantine organization or AQSIQ, will carry out inspection before shipment. When goods arrive, the inspection and quarantine agency will carry out inspection at the entry port. Basic information of the overseas supplier and statement of qualified products are required during entry inspection.</p>
<p>AQSIQ carries out assessment of quality and credibility rating to overseas cotton suppliers according to the actual quality of arrival. Credit assessment and inspection management refer to the relevant regulations.</p>

<p>Your AQSIQ Application is required the following documents to be submitted to the AQSIQ China government agency. These documents in general can be divided into three different types: Business description, quality and environment control measures, and statement to abide the regulations of China. There are in total 17 documents that you need to prepare in the application package.<br />
1. Application Form for Provisional Registration of Overseas Supplier Enterprises of Imported Scrap Materials.<br />
2. Copy of business registration documents. (Coloured photocopy preferred.)<br />
3. Document on environmental management system or certificate on environmental management system.<br />
4. Document on the source of supply and their environmental protection control measures.<br />
5. A general description and relevant documents on the safety, hygiene, environmental protection, and quality of the scrap materials exported to China in the past three years.<br />
6. Organizational structure and responsibilities of departments.<br />
7. An undertaking to abide by the environmental protection regulations, applicable environmental protection control standards and the relevant laws and regulations of China.<br />
8. Information on permanent office and processing locations (floor plans);<br />
9. Certificates relating to types, quantity and environmental quality of supplies.<br />
10. Color photocopy of quality control management system such as ISO 9001and relevant technical personnel (including control over dangerous waste, contaminated waste and rejection of un-qualified products.) 11. Verification and acceptance system for raw materials.<br />
12. Measurements and equipment calibration.<br />

15. Undertaking on control over environmental quality of goods (undertaking on environmental control over merchandise suppliers).<br />
16. Undertaking on bearing the cost incurred on the disposal of un-qualified goods inside China.<br />
17. Documents of Chinese environmental protection control standards prohibited importing catalogue, dangerous scrap catalogue.<br />
All documents need to be signed or stamped by the applicant company.<br />

<p><strong>Project Evaluation<br />
</strong>When we receive the necessary information, we will start evaluate your case and provide you with the most efficient and cost effective plan. We will also provide you the cost quotation, Agreement, and Agency Authorization Notification Form.<br />
<strong>Project Initiation<br />
</strong>If you agree to the cost and have signed/returned the Agreement to us, you will need to pay the cost indicated in the terms of the agreement as well. After we receive the signed agreement and the payment from you, we will create a case number and an AQSIQ specialist will be assigned to you project.<br />
<strong>Project Preparation and Submission</strong><br />
Our specialist will work closely with you to prepare all the required documents for submission. All the documents need to be in Chinese or Chinese/English format. The following documents are needed:<br />
Organization structure, department and employee responsibilities.<br />
Declaration to obey the regulations on environmental protection and control standards in China.<br />
Information about the supplier&#8217;s permanent office and processing site, including floor plans.<br />
Variety, quantity, and quality of the materials supplied.<br />
Quality control and quality assurance systems- Details of the waste such as chemical compositions, chemical/physical properties, and hazardous nature, &#8211; wastes control and disposition control plans.<br />
Employee training plans<br />
Declaration to pay any associated costs for the treatment of unqualified cargos for environmental protection.<br />
After submission, we will keep track of the procedure, and update you on a bi-weekly basis of the progress.<br />
Supplier Inspection<br />
Within 30 days after receiving the registration application materials, AQSIQ will make the decision whether or not to accept the application:<br />
1). If the supplier qualifies all requirements, AQSIQ will issue &#8220;Receipt Notice of Overseas Suppliers of Waste Materials Import Registration Application&#8221;;<br />
2). If the supplier disqualifies, the applicant will be noticed to revise within 30 days. If no revision made after the due day, the application will be cancelled.<br />
After AQSIQ issues the &#8220;Receipt Notice of Overseas Suppliers of Waste Materials Import Registration Application&#8221;, auditors will evaluate the overseas supplier. The evaluation will consist of two parts: document review and on-site inspection. Validity of the supplier&#8217;s management and quality control systems will be inspected; the supplier&#8217;s conformation to the Chinese environmental protection control standards and regulations will be evaluated.<br />
We will work closely with you and the government agency to determine and inspection date. We will also guide you through the inspection process.<br />
Follow-up Services:<br />
The registration certificate is valid for three years. The applicant should apply for renewal at least three months before its expiration.<br />
If the overseas supplier has any change in its registration information, like owner or address change, the supplier must notify AQSIQ within three months.<br />
If any falsification or violation of laws and regulations happen to the registered overseas supplier, AQSIQ may suspend or even cancel the supplier&#8217;s registration. If the supplier&#8217;s registration is cancelled by AQSIQ, AQSIQ will not accept its application for three years.<br />

<p>AQSIQ stands for &#8220;General Administration of Quality Supervision, Inspection and Quarantine&#8221; in China. Its main function is to safeguard the imported cargos in China, and ensure that imported wastes comply with the environmental protection standards and other mandatory requirements or regulations of China.</p>
<p>By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste materials to China, to register with AQSIQ China. Waste materials from unregistered enterprises will be denied entry, and the requests for inspection and quarantine will not be considered.</p>
<p>Traded scrap materials which require the AQSIQ license are: Scrap Paper, Scrap Plastic, Textile Waste, Scrap metal, Scrap Hardware, Scrap Electrical Appliances, Scrap Cable, Molasses, Smelting Slugs, and Bone Waste. <p><strong>For specific uses, we take plastic category as an example:</strong><br />
LDPE: Low density polyethylene &#8211; Carrier bags and bin liners.<br />
HDPE: High-density polyethylene &#8211; Bottles for milk and washing-up liquids.<br />
PET: Polyethylene terephthalate &#8211; Fizzy drink bottles and oven-ready meal trays.<br />
PVC: Polyvinyl chloride &#8211; Food trays, cling film, bottles for squash, mineral water and shampoo.<br />
PP: Polypropylene &#8211; Margarine tubs, microwaveable meal trays.<br />
PS: Polystyrene &#8211; Yoghurt pots, foam meat or fish trays, hamburger boxes and egg cartons, vending cups, plastic cutlery, protective packaging for electronic goods and toys.<br />
Others: Any other plastics that do not fall into any of the above categories. &#8211; An example is melamine, which is often used in plastic plates and cups.</p>

In addition, ISRI&#8217;s associate members include equipment and service providers to the scrap recycling industry. Manufacturers and sellers of equipment and services—like shredders, balers, cranes, cargo transporters, computer systems, and more—find value in promoting the scrap recycling industry through their membership in ISRI.</p>
<p>To apply for AQSIQ license, the foreign applicants must demonstrate that they have sufficient quality control and environmental control procedures to ensure their products are contamination free, and impose little or low risk to China&#8217;s environment and the health of general public.</p>

<p>By AQSIQ regulations, it is mandatory for foreign enterprises, who export waste materials to China, to register with AQSIQ China. Waste materials from unregistered enterprises will be denied entry, and the requests for inspection and quarantine will not be considered.</p>
<p>Waste materials which require the AQSIQ license are: Scrap Paper, Scrap Plastic, Textile Waste, Scrap metal, Scrap Hardware, Scrap Electrical Appliances, Scrap Cable, Molasses, Smelting Slugs, and Bone Waste.</p>
<p>To apply for AQSIQ license, the foreign applicants must demonstrate that they have sufficient quality control and environmental control procedures to ensure their products are contamination free, and impose little or low risk to China&#8217;s environment and the health of general public.</p>
<p>To demonstrate their qualification, the foreign applicant and their appointed agent/consultant are required to submit seventeen different documents, such as business registration, quality control/environmental control procedures, quality certificates, statements made to Chinese government, etc.</p>
<p>The process of applying for the AQSIQ certification is sometimes a long and complicated process. From the day that AQSIQ application is received to the day the certification is granted, it can range from six month to one year. In extreme cases, the government could stop or pause on issuing new permits for unlimited future time due to new concerns on economic and environmental issues or new government policies.</p>
<p><strong>The general procedure is following:<br />
</strong>The applicant (foreign exporter) firstly has to complete the application package, usually involving a third party consultant. Submit the application to AQSIQ China and wait for document examination. If the package is complete then the AQSIQ China will issue a notice of acceptance. On the contrary, the applicant may need to submit more supplement materials.</p>
<p>Next, the AQSIQ China will evaluate the submitted documents. This step is a bit tricky as there could be a few different outcomes.<br />
1: It is in compliance with the regulations, move to the next step.<br />
2: Not in compliance, application rejected.<br />
3: Requirement not met, need rectification.</p>
<p>The next step will be on spot assessment; the AQSIQ China will send their agents to the applicant’s plant, warehouse or production site to assess whether they are in compliance with AQSIQ China’s environmental and quality control policies.<br />
Finally, if the applicant passes all these steps, the AQSIQ certification will be granted. While this may sound simple and straight forward, it could vary substantially depending on various factors.
