AQSIQ Registration
Process
AQSIQ stands
for "General Administration of Quality Supervision, Inspection and Quarantine" in China. Its main function is to
safeguard the imported cargos in China, and ensure that imported wastes comply with the environmental protection
standards and other mandatory requirements regulations of China.
By AQSIQ
regulations, it is mandatory for foreign enterprises, who export waste material to China, to register with AQSIQ.
Waste materials from unregistered enterprises will be denied entry, and the requests for inspection and quarantine
will not be considered.
1.
Initiation Contact
Please
feel free to call, fax, mail or email us your intent for AQSIQ application. We may ask you to fill out an
application form, which summarizes your company information, such as name, address, contact person, capacity,
and quality systems.
2.
Project Evaluation
When we
receive the necessary information, we will start evaluate your case and provide you with the most efficient and
cost effective plan. We will also provide you the cost quotation, Agreement, and Agency Authorization
Notification Form.
3.
Project Initiation
If you
agree to the cost and have signed/returned the Agreement to us, you will need to pay the cost indicated in the
terms of the agreement as well. After we receive the signed agreement and the payment from you, we will create
a case number and an AQSIQ specialist will be assigned to you project.
4.
Project Preparation and Submission
Our
specialist will work closely with you to prepare all the required documents for submission. All the documents
need to be in Chinese or Chinese/English format. The following documents are needed:

Organization
structure, department and employee responsibilities.

Declaration to
obey the regulations on environmental protection and control standards in
China.

Information about
the supplier's permanent office and processing site, including floor plans.

Variety,
quantity, and quality of the materials supplied.

Quality control
and quality assurance systems- Details of the waste such as chemical compositions,
chemical/physical properties, and hazardous nature, - wastes control and disposition control
plans.

Employee training
plans.
-
Declaration to
pay any associated costs for the treatment of unqualified cargos for environmental
protection.
After
submission, we will keep track of the procedure, and update you on a bi-weekly basis of the
progress.
5.
Supplier Inspection
Within 30
days after receiving the registration application materials, AQSIQ will make the decision whether or not to
accept the application:

If the supplier
qualifies all requirements, AQSIQ will issue "Receipt Notice of Overseas Suppliers of Waste
Materials Import Registration Application";

If the supplier
disqualifies, the applicant will be noticed to revise within 30 days. If no revision made after the
due day, the application will be cancelled.
After
AQSIQ issues the "Receipt Notice of Overseas Suppliers of Waste Materials Import Registration Application",
auditors will evaluate the overseas supplier. The evaluation will consist of two parts: document review and
on-site inspection. Validity of the supplier's management and quality control systems will be inspected; the
supplier's conformation to the Chinese environmental protection control standards and regulations will be
evaluated.
We will
work closely with you and the government agency to determine and inspection date. We will also guide you
through the inspection process.
6.
Follow-up Services
The
registration certificate is valid for three years. The applicant should apply for renewal at least three months
before its expiration.
If the
overseas supplier has any change in its registration information, like owner or address change, the supplier
must notify AQSIQ within three months.
If any
falsification or violation of laws and regulations happen to the registered overseas supplier, AQSIQ may
suspend or even cancel the supplier's registration. If the supplier's registration is cancelled by AQSIQ. AQSIQ
will not accept its application for three years.
